HUMOR: A modest proposal

Got this from a third cousin of mine:

Seems the three biggest domestic problems are Katrina recovery,
illegal immigration, and wildlife where it shouldn't be. Here's what
we need to do:

Dig a moat along the Mexican border
Move all the alligators and crocodiles into the moat
Use the dirt from the moat to raise up New Orleans
