Sister sizes in bras?

I recently did some bra shopping in a department store and in
Vistoria's Secret and was looking for a 38B. Many bras do not come in
this size, so both salespeople told me I should try the "sister size"
36C. Huh? I've been wearing bras for 30 years and I've never heard of
this. They tried to tell me some hocus pocus about how the 2 inches in
the 38B go into the cup of the 36C, or something like that, I zoned
out.
At Victoria's Secret, I explained that the 36 is too tight around, so
they measured me and said that I was between a 36 and a 38 around.
Well, duh, that's why I want a 38!! I thought I'd try, though, and
took the 36C, which, of course, is too tight. Sigh.
What's the deal with this sister size business. Why would a company
make two different sizes if they fit the same anyway, though they
don't fit the same. So, the question is, why are salespeople trying to
convince me that these two sizes are essentially the same. I know,
because they want to sell and they don't have the size I'm asking for,
but isn't that ultimately counterproductive?
