I assumed from the movie that Palpy just told the jedi where GG was,
that there was no "intelligence" on that. He did send him there, as
Sidious.


Palpatine tells Anakin that "clone intelligence units have found General
Grievous hiding in the Utapau system." Anakin then informs the Council that
a "partial message was found in a diplomatic packet."
