The only reason why he couldn't finish him off was because Anakin was
stupid enough to cut off his hand out of nowhere.
I think his "defeat" at the hands of Windu was more for Anakin's
benefit to make it look like Windu was the villian. It happens just as
Anakin is walking in and Palpatine deliberately appears weak. I seem
to remember in the commentary Lucas says something to that effect.
