acting weak and defenseless once Skywalker showed up, but I don't think he
was just playing with Windu until that happened, and that he could have
killed Windu as easily as the others.

They simply under-estimated and were surprised by Palpatine's
abilities. No living Jedi has fought a Sith Master and they saw him as
an old man who couldn't act so swiftly. Shellshock is a term that is
often used in such cases as well, and yes that does happen to highly
trained military personnel as well. I can't remember if the Jedi with
Mace Windu were all Jedi Masters or not, but it makes little real
difference in this situation.

Palpatine sensed via the Force that Anakin was coming and pretended to
be "easily" defeated by Mace Windu so that he could put on the act and
manipulate Anakin closer to turning to the Dark Side - Palpatine
appears to be the weak innocent one while Mace Windu appears to be the
bad guy wanting to kill him, which helps convince Anakin that the Jedi
are indeed corrupt.

No, it was a mistake in the script. "Never underestimate your enemy" seems
like it would be a first year concept to teach young trainees. Shellshock
is defined specifically, it does not apply here.
