Very near the end of RotS, Yoda says to Obi-Wan that he will teach O-W
how to commune with his former master and old friend, Qui-Gon. In eps
IV, V, and VI, O-W is able to talk and show himself to Luke, and I
assume that Qui-Gon was to do the same with O-W after RotS. But Luke
never needed to "learn" to communicate with the dead Obi-Wan.

That's because Qui-Gon only learned enough to maintain his identify in
the Force. Obi-Wan not only maintained his identity, but was able to
manifest his presence in the form of a "Force Ghost". By appearing in
the Ghost form, he could initiate communication with Luke without Luke
needing to learn any special techniques.
