Dr. Tolian Soran had this. Originally it was packaged in a light-speed
capable photon torpedo, but he decided to replace this with a much more
impressive rocket (okay, the rocket and launcher could be made invisible)
that Worf wasn't sure he'd be able to shoot down in time (doh!).

More entertaining than it was meant to be.
