Lightsaber duels

I have a question for you Star Wars experts.
>From what I understand only the Sith and the Jedi have lightsabers.
The Sith had been absent for many years and even when they were around there
were only two at one time.
Other than the Jedi/Sith battles in these movies, when would a Jedi ever
have had a chance to have a lightsaber duel with anyone?
Were there other bad guys with lightsabers? General Grievous was trained by
a Sith to use one.
Maybe that is why Palpatine defeated all of those Jedi so easily; they had
no previous dueling experience.
