I thought it was Steve Allen.

Steve did it with actors (I assume you're talking about "Man on the Street"),
which was more the basis for the defunct "Who Asked For It"....

Steve's contribution was reading actual letters to the editor in an angry voice,
which bears a slight resemblance to "Small Town News"....r
