They took the number of households without cable or satellite and subtracted the
number who used converter box coupons. So it's the latter.

Right, it is the latter. They are saying that 6.5 million households
are NOT going to be ready when the digital switchover happens. That's
why they wanted to delay it because so many people with antenna TV's
don't have the converter boxes yet and for some reason, don't know
about the switchover to digital.

That's why they are pushing February sweeps to March because the TV
networks will lose approximately 6.5 million viewers on February 18
after the switchover.

Maybe...I don't get how they don't know but that's the problem.
