When Dave starts leafing through the Fun Facts, it's because of a time cue and not because he doesn't like the material. All of the comedy is in a script and Dave can send it back to the writers long before the taping if he's not happy with it.

No, But I have been in enough places where the powers that be demand a shakeup and the result is chaos, or at least agreement that the situation was not so bad and did not need shaking up. I also was in a situation last year where we were dealing with a woman going through health problems and we had to decide how long to carry her. The man with the final word said, "We're going to treat her as we would treat a friend and not as a cog in our machine." That was eye-opening for me and if Dave feels the same way about his writing staff and doesn't want to kick them out of their jobs unnecessarily, I can understand that.

When Dave was out for a while with the shingles, he wanted some changes made when he came back. He wanted Tony Mendez fired, but later changed his mind for some reason. Perhaps his sense of loyalty prevailed. I'm all for loyalty, and obviously Dave's a very loyal guy since he apparently paid the staff's salaries during the writer's strike.
However, sitting on things as they are currently affects the quality of what's on the air, which in turns affects viewership, which in turn affects ratings, and ultimately CBS's financial interests.

We have seen various life events change Dave's attitude and enthusiasm for doing a good show; some of which included the initial move to CBS, his heart surgery, the Shingles, and 9/11. IMO, these "shake ups" invigorated some new life into the show, and that is exactly what the show needs right now -- a major shakeup.
