First off the minstery snapps them. This isn't destroying them and by
diffrent comments in the books it seams some magical things can be
done with a snapped wand. I would guess that getting into die gone
alley is one such thing.

I think it's a symbolic humiliation -- like snapping an officer's sword
when he is cashiered from the Army. Of course he can simply go and get
another weapon in an matter of hours (the sentimental value of the
blade, especially if inherited, is another matter), but the gesture is
one of formal disgrace.
