How on Earth does a muggle bully a witch?

The same way some real world wives abuse their physically stronger husbands, which happens about as much as husbands abusing wives. It has *nothing* to do with the balance of power. It has *everything* to do with a morally disarmed person paired with a thoroughly amoral person.
