We know that it's after he killed the Riddles because he's
wearing the ring.

He killed Myrtle on the same occasion he turned the diary into
a Horcrux.He had to already know how to do that when he did it;
so was he only pretending not to know when he spoke to Slughorn?
Or had he not yet killed her?

Wasn't he asking Slughorn if you could make more than one Horcrux?
Asking him if you could make seven?
So it would seem he already had at least one at that point.

Or planning to make more than one. He clearly knew how to.
