Harry has no say in it. Petunia does. As long as he can call her
place home, the magic is still in effect. And regardless of what he
did to Marge, she was always going to let him call her place home
until he's an adult.
Actually, I think that the big difference is that Harry is an adult in DH when, in PoA, he's not. He can run away or say whatever he wanted but in PoA, the Dursleys were still responsible for him and they never kicked him out, so, that's still HIS home. DH is different. He's already a man, and adult: he is no more under their supervision, and the spell is over.

You know, that's a good point... But, didn't they leave before his 17th birthday? He wasn't considered of age yet...

Re-read the chapter.

You will see that the protection did not wear off until he became 17 - even though he left the day before. That's when it became his decision.
