When James and Lily died, presumably the usual legal stuff was done
to transfer their money to Harry's vault, and since it would be needed
for school supplies, DD was the logical choice to have custody of it.
The vault may even have had all three names on it originally, with
the parents' names removed when they died.

That only proves there was an inheritence from his parents - not
that it was an educational trust fund.
It doesn't have to have been set up as a trust fund - it's a
/de facto/ trust fund because it was kept for Harry with the
idea that he would need it for school supplies.
In fact - we still don't know
how Hogwarts is paid for to begin with.
It's pretty clear that Hogwarts doesn't charge tuition as such.
Even when DD visits Tom Riddle, there's no mention of tuition
fees, only money for school uniforms and supplies. The Weasleys
don't have to pay tuition either, they just have to get books
and cauldrons and so on. Hogwarts appears to be either
government funded (thus MoM meddling, board of directors, etc.)
or somehow independently wealthy because of magic (real gems
in the hourglasses?).
Even though the grounds are extensive and Hagrid grows some
plants, and there are probably as many house elves as students,
food has to come from somewhere and the headmaster somehow pays
the professors. (Lupin gets better robes, for instance.)
We know Slughorn deals in unicorn tail hair on the side and
he probably sells a line of potions too.
As an underage person - Harry's inheritance would have to be
held for him - and it appears to be quite a sum - much larger
than is needed for hogwarts based on the amount that the
Weasleys have in their vault.
The Weasleys are experienced at finding bargains and Harry
buys everything brand new. That runs into money. Harry is
not broke at the end but he's already considering making the
money stretch in an earlier book. (Also JKR said he buys
gifts for people that she didn't happen to specify in the
books).
