The phrase "and the Dark Lord will mark him as equal" clearly states
that Voldemort chose Harry and not Neville. Therefore, retrieving the
prophecy from the DoM was just a matter between LV, who couldn't enter
publicly the Ministry, and Harry. No one else from the very day that
Voldemort killed Harry's parents. The rest, sorry, is just blah
blah...

Marking ain't choosing. The choice itself could have been influenced
by false information, perhaps provided by one of Dumbledore's useful
spies.
In was in Dumbledore's interests to provide true information, or at
least an half truth, since DD needed the boy (whether Harry or Neville)
to be marked by V, as the latter's equal. If V had attacked a totally
bogus target, the target would've simply died and meanwhile the
anointed vanquishers would've remained unmarked. DD had to trust in the
Prophecy, and he did.
Interestingly if Neville had been chosen by V to be offed, then probably
it would have been Alice who whould've sacrificed herself and invoked
the blood magic which in turn would've broken V and unwittingly marked
his victim. We have no evidence that any other type of magic can offer
protection against an AK curse.
