In DH, the MoM is essentially run by DEs who are faking being
anti-DE if they even bothered. Hogwarts is openly run by DEs.
There is Fake-Opposition-MoM, Real-Villain-DE/Hogwarts, and
the real-opposition is the OotP and whatever other freedom fighters
manage to stay uncaught for a while or who are hiding within the
system, hoping to rescue a few kids.
We know there were a few weak-DEs, like the Malfoys.
I guess they qualify as the sort-of-good people on the DE/MoM side.
Some of the Aurors probably qualify as well, and the paper-pushers
who were pureblood enough to keep their jobs.
The weak-OotP member was Mundungus Fletcher. His cowardice led to
the death of Mad-Eye.
You could make a case that although Snape eventually turned out
on the side of OotP, his situation required that he allow some
bad things to happen, so he's a bad person on the side of the OotP
and the "opposers to the ministry".
