Ludo was not bad, just stupid. He *was* connected to the DE, and was put
on trial by Barty Crouch for facilitating their access to sensitive
information. Winky was just repeating something she heard on his master's
home. He got cleared, however, and there is no reason to believe he
supported the DE during WWWII.

Perhaps Crouch thought he had caught a big fish: "no one suspected good old Ludo was a DE, did they? And I still got the traitor". And the "DE" wasn't but a brainless Quidditch player. Some might have thought Crouch was too paranoid, chasing traitors out of nowhere.
