There is no evidence that Dark Powers have become stronger - or even more prevalent. We have no history of the wizarding world to prove that. If you look at the muggle world - there have always been dark powers. Most often these powers have masqueraded as either good ones, as representatives of GOD, or as GODS themsleves. But it would be hard to pinpoint a time in the KNOWN ages when there were no dark forces.
In fact - In the muggle world - the dark forces have often been completely in control - which does not appear to be the case in the Wizarding World. Voldemort may have been a threat - but he never truly took over the Government completely. One would have a hard time qualifying Fudge as a Dark Force (Sorry for the pun) - instead of a basic politician. There is no evidence that Grindewald ever took over the Government either.
