No, not if it can be shown to be TRUE. Statement of a fact is NOT
racist.

I think there is a small difference between the following two
statements:

1. Criminal statistics indicate that there is a higher proportion of
offences in the "African-WHATEVER_COUNTRY" category than in others.

2. Blacks are inherently more prone to violence/criminality.

The first is a statement of fact, the second a misguided, mildly racist
judgement.

Unfortunately people are often not precise in what they say, either
because of ignorance or deliberate malice.

PS. The more important thing than just repeating again and again that
blacks are more criminal, in various word combinations, is to look at
_why_ there are such observations and _what_ can be done about them.

Unfortunately again, polemic is more frequent than genuinely
constructive ideas/solutions.
