Video Editing doesn't need a highend gfx card. Video Editing primarily needs a fast CPU and fast disks.
A further word of warning for Windows users: the Windows 'Vista' OS does require more CPU & GPU power than does XP.
Not really, at least not much. The hard drive indexing raises CPU utilization for a few hours to scan the disk drive after installation but that's it. I'm running Vista Business on several machines since November last year when it came out, and there are also some (by todays standards) low end machines (i.e. an old P4 2GHz with 1GB RAM and Geforce 6600 gfx). Vista runs fine on them.
There have been many articles indicating that Vista really is still not ready for primetime, and many users are refusing to upgrade from XP.
Which can be divided in two groups: companies that want XP because it's what their current infrastructure is on, and users that heard Vista is bad and/or take operating systems as some kind of religion.
So, "have you heard the word of the Mac?" If you still have some Windows-only application that you MUST run, remember that Macs are the only computers that will run BOTH Mac OS X and Windows.
If you want a micro-size PC (Mac mini) or an all-in-one (iMac) is enough for you then a Mac can be a good alternative. But if you already have a monitor and you need an expandable computer it's better to get something else, especially because it doesn't make much sense to pay for Mac OS X if you don't use it.
