How so?
Well, he planned to sacrifice Harry to supposedly stop Voldemort, with
no real guarantees Harry's death would work. In fact, it took 13
years to find a possible loophole that'd allow Harry to live after
all, and Voldemort to die.
And then there's debatably what happened to Ariana. At least from his
perspective, they should have known better because bystanders could be
killed.
