I'd dare say leather is cloth. I think you could consider even
synthethics cloth; it's all about what it covers and how it forms. No
way can a locket form to protect a whole body part. Even an earring,
which could cover and earlobe woudn't protect being made out of a
material which would be more adverse to the body part it's on. I think
that may be the difference. Man, are we all getting picky here though
over this jewelry thing!
Time for a poll. how many for jewelry is a piece of clothing vs How
many who say NOT clothing.

BTW, clothing does NOT end at 'cloth'. There are leather breeches, and
hats, which are definitely clothing. Clothing covers, or protects, and
it may, or may not, also be decorative.
