I think Arthur or Ron said you can travel to all houses that are connected via the Floo Network. If Hogwarts is connected to it, and the MoM obviously is, then probably you can travel to the MoM via Hogwarts fireplaces.

Yes, but ONLY the one in the Headmaster's office connects outside Hogwarts.
