She *is* a cat when transformed :)

And Neville *is* a canary when transformed. Without any indication
that she transformed "at will" without use of wand or potion or magic
device this is not proof she is a cat animagus.

Actually, there is proof. In PS, DD shows up at Privet Drive, sees cat,
sits next to cat, looks where the cat is but cat is gone, replaced by
McGonnagall. Seems pretty obvious to me that she was the cat and
transformed to her human form without a wand. Had she used a wand, I'm
pretty sure JKR would have mentioned it because she made a note that the cat
was "reading" the street signs earlier, and that DD used a Put-outer to
extinguish the lights on the street. Also, a cat using a wand would be kind
of a curious sight. It wasn't a potion because it appears that potions must
run their course before one can change back, and as for a mechanical device,
that's doubtful because I'm pretty sure JKR would have mentioned it.

Note also the
mysterious owl that arrives at Privet Drive shortly before the cat
first makes an appearance (large owls do not "flutter" unless landing
or taking off).

There were owls flying all over the place that day. To me, there are two
possibilities for an owl landing at the Dursleys. First, an owl was sent to
check out the house to make sure that Petuna still lives there (probable but
not likely), or that JKR was just taking creative artistic license (most
likely) to reinforce the fact that owls were acting really strange and
flying all over the place -- so much so that the muggle news even took
notice.

But we know that, at this point, she is not a *registered* cat
animagus.

We don't know that, in fact it makes sense that she is registered as a cat
because if she wasn't, I'm fairly sure JKR thru Hermione would have
mentioned it. Remember, we're not dealing with an adult suspense
novel/murder mystery here -- this is mostly a kid's book; Harry&Co are the
heroes, the adults never believe the kids until the last minute, and any
traitors are revealed.

If she were registered, she would *expect* Dumbledore to
know her by her (very distinctive) markings. But she does not expect
this.

True, she didn't expect DD to recognize her, but that doesn't mean she
wasn't registered as a cat. It is likely that she never changed into a cat
with DD around and thought that he didn't know. She was therefore was
surprised when DD recognized her the moment he laid eyes on her at the
Dursleys house.

She clearly thinks of her cat form as a disguise that might
fool Dumbledore -- head of the secret order of which she is a
supposedly loyal member. This cannot be a registered animagus form.

I doubt she was trying to fool DD. Though she was a bit surprised that DD
recognized her so easily, it didn't really bother her in the least, and they
quickly started talking about other stuff to fill the reader in on what was
going on in the wizarding world -- which was the whole point of the chapter.

She is already sixty. She must be registered by now (or else she'll
be in deep trouble when she does register). Since she is not
registered as a cat, she must be registered as something else.

She is registered as a cat. There is no good evidence to suggest anything
else. I also doubt she's evil -- though I will admit she's a miserable old
bat. And if I'm wrong and in DH, she is shown to be a Voldy supporter and
spy, feel free to mock me.
