As far as I remember humans cannot transform into animals unless they
are an animagus. As McGonagall is an animagus and that one is a cat -
and you cannot become two different animagi - it is impossible that
McGonnagall is Nagini.
I , too have wondered about the naivity of McGonagall: She is the one
revealing Sirius Black´s history at the three Broomsticks in book 3,
in book 4 she is the one Fake Moody is talking to while Dobby is
around ( the Gillyweed thing)and I think there were a few more little
coincidents. She and Hagrid are the two teachers who are in the order
and it is amazing how easily they can be used for giving or passing
information.
