But more then the fact that she used them and gave it to a 13 year old kid was
that even with that HG wasn't able to get 12 owls. She did get ten O's and an E
witch makes eleven. A slight hole I think. As I think JKR added two to harry's
and Ron's class list total forgetting that they had one class HG didn't. either
that or she took one of the two classes she dropped or there is an un`named
class at hogwarts.
But at least three male students from the past have recived 12 owls. Though as
some have pointed out we don't know what they got. But we do know that some
boys have 9 and ten OWL's. I just find it odd that the smartest witch ever met
couldn't match people like percy and crouch JR.

Well, there may be a simple explanation of that: Hermione didn't need
"Muggle studies", since she was Muggle-born. Probably that's the extra
class Percy took.

As for HG, she took Arithmancy and Ancient Runes but not Divination,
so really it seems wrong. Maybe she sat the "Muggle studies" test even
without going to class? And Percy would then have sat all those and
Divination.

Portkeys allow easy travel to and from the Hogwarts grounds.

Maybe. There may be a spell thatlets some out or in but not others. If a
port key works at all times then there was no real reason for V to wait
through so much of Harry's 4th year. Some one put forth that a portkey
blocker may normaly be up but was dropped for the parents ffrom the other
school champieans to come. This would have given V only the one day for
the trap and make the rest of the book to make sence. Other wise the fake
mad eye should have just sent potter off when ever everything was ready.
But for some reason V waited ten mounths. I think the reason for this
wait
may play a part in the last book. witch would be why it wasn't mentioned.
either that or a line or two from V in the grave yard was accadently cut
dureing rewrites.
I hope the former. For if it isn't mentioned it makes a whopping great
hole.

Yes, it struck me as very odd that they waited all year to get Harry to
touch the portkey to take him to the graveyard. Surely they could have left
something around for him to pick up and use that? To me that's always been a
whopping great hole in GOF that spoilt the whole book for me: waiting a
whole year and entering Harry into the competition then making him win was
just too huge and improbable a construct - I couldn't suspend my disbelief
anywhere near that far! Your suggestion of lowering the anti-portkey spells
is a good one - that might explain why they had to wait till the end of the
GOF tournament, thanks :)

It is the only way that makes sence. But for it to not be a hole at the end JKR
needs this fact to pop back up.
I am hopeing that it isn't a hole. She has done well enugf that I think we
should wait for the last book before we call it a hole.

Although it isn't stated in canon, maybe the ability to make portkeys
is linked to who cast other defensive charms such as the FC at the
journey's start and end points.

We see DD doing portkeys both to 12GP and to Hogwarts, the latter at a
time (end of OotP) there is no reason for the blockers to be lowered.
Probably he is the only one who can, being the Headmaster and the SK
for 12GP. In the first Apparition lesson, the instructor specifically
says the Headmaster lifted the spell.

In the case of the Triwizard Tournament, maybe the trophy was
initially meant to be a portkey to bring the champion to the general
public's applause, so that's how it was allowed to transport them
away.

Have you noticed that both Cedric and Harry seem to act as touching
the trophy would magically end the Tournament, and they make sure they
do touch it at the same time? Again, this isn't explicit, but just
looks that way.
