I just had a though. I'm reading through the books again whilst waiting
for the release of the last one. I'm following the "one chapter a day
starting February 9th" plan (I'm a few chapters behind). Anyway, I was
rereading book 5, chapter 2, page 37. Harry has told the Dursleys that
the he was probably attacked on Voldemort's orders. Vernon has a
recollection and asks if that's the one who killed Harry's parents.
Harry says yes and then there is this paragraph.
"But he's gone," said Uncle Vernon impatiently, without the slightest
sign that the murder of Harry's parents might be a painful topic to
anybody. "That giant bloke said so. He's gone."
I don't recall Hagrid mentioning to the Dursleys that Voldemort was
gone. I don't have the first book in front of me at the moment but I
seem to remember that the first time Hagrid mentions Voldemort
disappearing is when he and Harry are out together getting Harry's
supplies.
Is it possible that the howler was sent by Hagrid? Petunia goes very
pale when she gets it. She seems to be frightened. As she doesn't put
much store in magic I'm not sure she would be that frightened of
Dumbledore but a huge man like Hagrid would definitely frighten her.
So, DD's outright lying to Harry about sending it to her then?
