It may be that since Dementors have no souls, they have no will and cannot form a purpose and act on it. Until a master gives them a command, they simply drift about aimlessly. The spell to control the Dementors must be a closely guarded Ministry secret. Voldemort uncovered the spell but did not share it with his followers. (He was obviously looking ahead to the day when he would be master of Azkaban.) All of this is speculation. We may learn more in book 7.

I have just found my notebook with all my open questions concerningDementors seemed to be under some form of spell that bound them to obey
HP. One of them is the handling of Dementors. It is said that they do
not understand excuses, they cannot really be talked to. On the other
Hand Fudge is able to talk to them, to give them orders and he does
not show any sign of horror when a Dementor accompanies him into
Hogwarts. Is he immune against Dementors? Obviously there are other
ways of dealing with Dementors than "Expecto Patronum". Snape knows
that, too - he lets Harry and his classmates write an essay about it.
We know that Dolores Umbridge was able to handle the Dementors, too -
even without anybody noticing they had left Askaban!!! Do the
dementors endanger muggels, too? They attacked Dudley! What would have
happened if Harry hadn´t interfered and they had "kissed" Dudley?
Wouldn´t there have been a lot of questions? Would the MoM have
changed the Dursley´s memory in the way they never had a son? And
Umbridge sentenced for lifetime in Askaban for murder? Would Umbridge
really risk that? Oh, and the last question to this: if Dementors CAN
be controlled, why doesn´t anyone do it and stop them from breeding?
officials of the Ministry of Magic. Ministry officials like Fudge,
McNair and Umbridge could give directions to the Dementors through some
unspecified spell. The spell may have worked like the spell which binds
house elves to a family. While Dementors may have been bound to obey
direct orders from the Ministry they still had a degree of free will.
Thus, they were able to attach Harry at the end of Book 3. Dumbledore
knew that the spell which bound the Dementors to the Ministry was not
very strong and that Voldemort would be able to break it.
work for whoever rewards them with the best or most souls to suck.
Exactly my point. Why do they need to be rewarded. Why do they wait
until they are allowed to take a victim? They seem really keen on
kissing and sucking souls out of people! Why don´t they simply do it
wherever and whenever they like? What happens to them if they simply
did that? Fudge or V. saying: " Bad boy - go into your room! No supper
today!" This is ridiculous. Why do they need a master? And how does
this master control them! That is my question!
