Dementors seemed to be under some form of spell that bound them to obey
officials of the Ministry of Magic. Ministry officials like Fudge,
McNair and Umbridge could give directions to the Dementors through some
unspecified spell. The spell may have worked like the spell which binds
house elves to a family. While Dementors may have been bound to obey
direct orders from the Ministry they still had a degree of free will.
Thus, they were able to attach Harry at the end of Book 3. Dumbledore
knew that the spell which bound the Dementors to the Ministry was not
very strong and that Voldemort would be able to break it.


Not a very complicated spell. Dementors are mercenaries. They will
work for whoever rewards them with the best or most souls to suck.



Exactly my point. Why do they need to be rewarded. Why do they wait
until they are allowed to take a victim? They seem really keen on
kissing and sucking souls out of people! Why don´t they simply do it
wherever and whenever they like? What happens to them if they simply
did that? Fudge or V. saying: " Bad boy - go into your room! No supper
today!" This is ridiculous. Why do they need a master? And how does
this master control them! That is my question!



I don't think there is an answer in the books. It may be that since Dementors have no souls, they have no will and cannot form a purpose and act on it. Until a master gives them a command, they simply drift about aimlessly. The spell to control the Dementors must be a closely guarded Ministry secret. Voldemort uncovered the spell but did not share it with his followers. (He was obviously looking ahead to the day when he would be master of Azkaban.) All of this is speculation. We may learn more in book 7.
