Actually - there is an easy answer to that question too.
WHile Voldemort probably would not have made a choice when they were
New-borns - now - years later - it turns out that he no longer has to
make a choice between Neville or Harry. It is VERY clear that Harry is
the "ONE".
It would also explain why he waited until Harry was 15 months old. He
may have more info than when the babies were newborns. Since DD's
statements indicate that the boys' situations were the same until
Harry was "marked", it could mean that the order fed Voldy
misinformation thinking it would be better to have the Potters
targeted (maybe they were better fighters or better hiders) than the
Longbottoms. Or maybe the Longbottoms were more valuable to keep
alive whereas the life of the little halfblood could be risked.
So - even if he does not know the rest of the Prophecy - and
I believe that he probably does know from his communication with Harry -
it is obvious that the WHOLE wizarding world has established that Harry
is the one. More important is that DD has established that Harry is the
one - something Voldemort is likely to believe.
Since he no longer has to guess - he no longer need concern himself with
Neville.
Or maybe DD has been playing the same manipulations on Neville at
Hogwarts at least till he discovers which boy has what it takes to be
The One. We don't know what he's been telling Neville in private. We
don't know if Neville ever had a look into the Mirror. But, we have
noticed him going from being overly cautious to brave. This might
have been the result of some Dumbledore Education.
Remember, Hermione, Neville, Harry, and Draco were all sent into the
forest for detention. Does DD need to concentrate all his educating
on only one student? Maybe, at that time, several or all of them were
candidates to be molded into The One.
