It seems odd that Dumbledore would want to keep Horcruxes secret from
everyone except Voldemort. Keeping Horcuxes secret denies Harry any
help he might accure from the Order or the Ministry, while simultaneous
increases the odds against Harry by tipping off the one person who
should not know that his defenses was steadily being eroded.

Why would Dumbledore do this? How does this make sense (in a story
internal way)?

Not the ring. The ring perhaps came after. I believe the appointment of
Prof Slughorn for a year as the Portions master was a dead give away
that DD was on to the Horcrux secret of LV. LV will surely put two and
two together.

I'm sure Snape had a laugh with his Master and reassured him that it
was the curse on the DADA job that was forcing Slughorn out of
retirement. Because certainly, Snape and DD would have been expected
to discuss that subject when giving the DADA job to Snape. Bringing
back Slughorn to fill the Potions vacancy is entirely rational. Of
course, wizards aren't always rational.
