No, he asked how to make one... He did not understand how to encase the
soulbit into an object...
Apparently he couldn't simply say 'Hey Sluggy, I already killed one person
and used that occasion to make my very first own horcrux! It was SO great,
but what about more?', so he had to steer the conversation to the exact
subject he was unsure about. I thought his real intention was really
obvious. Rowling made her point very clear.

Page 497:

But Riddles hunger was now apparent; his expression was greedy, he could no
longer hide his longing.

"How do you split your soul?"

"Well," said Slughorn uncomfortably, "you must understand that the soul is
supposed to remain intact and whole. Splitting it is an act of violation,
it is against nature."

"But, how do you do it?"

"By and act of evil -- the supreme act of evil. By committing murder.
Killing rips the soul apart. The wizard intent upon creating a Horcrus
would use the damage to his advantage: He would encase the ron portion ---"

"Encase? But how ---?"

Then he goes on to ask about how if the soul could be split more than
once... Doesn't seem to me that he knew the spell to make the Horcrux but
that Slughorn confirmed his suspicions...
