Correct BUT but one seventh of his soul was required..
since the seventh part of his "Soul" was still around
a "new" body was all that he needed to regain "existence"
much the same of any one of the other parts of his soul contained within
one of the six horcrux could have been used to regenerate existence.
again just my opinion..

So if Diary Tom was successful, what would his new body be? Would he
have created one from the contents of the CoS, or would he simply
permanently possess Ginny, in effect becoming the new Dark Lady?

Somehow stealing her life force would have given him a new body. Don't
know how, or why Voldemort never tried it. I mean, he did have
Quirrel to use. or even the Crouches and Peter. Betrha too.
