What time period is Harry Potter set in?

Is it possible to identify the date the HP books are set in?

Is there any evidence that Voldemort was powerful during WW2 for example -
he killed a lot of muggles - in which case he would have "died" in 1945, so
Harry would be 17 in 1962.

I can't recall any particular recent technology such as mobile/cell phones
for example being mentioned in the books.
