Apparently forgetting in the process that traditionally all that is
required for someone to be "born a Jew" is for their mother to be a Jew.

Wizards apparently are the luck of the draw - no one knows why a muggle has a wizard. That being the case - the elite in every society eventually dies out and is replaced by the NEW elite.
