Right. This is about as obvious as could be. Rowling doesn't address
the issue, but ignores it. The reason she does so is that sending
wizard family children to muggle elementary schools would make
implausible one of her best ongoing jokes - the bewilderment of the
pure-wizarding Weasly family in the face of muggle technology - or, if
you will, the modern world.
It's one of the disadvantages of writing fiction. Sometimes you just
have to ignore things. If you try to explain everything, it gets
boring. If you leave too much unsaid, it;s difficult for people to
suspend disbelieve. If you pick any world of fiction, you can find
flaws and contradiction, they're unavoidable. JRRT spent 20 years
writing the Lord of the Rings and I'm sure that you can find flaws if
you look hard enough. Some people have started writing a book at 10
years old and died at 90 after writing thousands of pages without ever
publishing it, because they wanted it to be perfect and without any
loopholes.
The Harry Potter stories have a classic story line. Child who thinks
he is ordinary discovers that he is extradinary. One of the points of
the first couple of books is to see the wizard world though the eyes of
an outsider. If Harry knew he was a wizard from kindergarden it would
destroy the story. JKR decided to just ignore the early school grades
because it made a more interesting book, artistic choice. She could
have used a different plot device, like everone thought he was dead and
then discovered him but that would cause it's own problems.
