I think that V is a ruthless, cold blooded killer. He doesn't kill
because he's angry, he kills when its useful. For some reason it wasn't
worth V's time to kill Regalus at that time. Why, I have no idea and
not enough information to make a guess.

There's four senarios

1) Draco promised to fix cabinate and succeeds but fails to kill DD
when he gets the chance and DD lives.

Draco dies for failing to kill DD. V isn't going to care that he
fulfilled his promise, the promise was a sideshow.

2) Draco promised to fix the cabinate and failed but succeeds in
killing DD.

V would probably reward Draco for killing DD and ignore that he failed
in the cabinate task. Unless he was planning to kill Draco all along
and Draco's failure gave him an convienent excuse.

3) Draco promised to fix the cabinate, suceeds and kills DD
V is very unlikely to kill Draco and will almost certainly reward him.

4) Draco promised to kill DD. The cabinate is irrelevant,
DD dies, Draco's rewarded unless V is in a really bad mood.
DD lives, Draco dies

If I'm Draco, no matter what I promise V, DD has to be dead at the end
or I'm in a lot of trouble.

If I'm V and I had a choice of who to kill DD, a loyal death eater or
an unproven youth, I'd tell the DE to let Draco get the kill if
possible, so I could see if he has the guts to be a good DE. Draco's
hard to call, is he a killer or a coward, and a possible turncoat if
things get difficult.
