Most things that are "out in the open" do *not* "draw attention to
themselves"; rather they "fade into the background" (classic example: one
of the big reasons that most people perceive that the government messes up
everything it touches is that when government runs properly, the results
are so ordinary (the stoplights work, the trains run on time, the mail gets
delivered, most people obey the law, etc.) that everybody takes them for
granted and nobody pays much attention to them. The failures, on the other
hand, are extremely noticeable). The Sorting Hat is an *extraordinary*
object that is widely known as such; thus it would be, as JKR pointed out,
an extremely poor candidate for a Horcrux. The ideal candidate would be an
object that's regarded as special by Tom and few if any others.
