The Potters left Harry their money and their wills, having been written
before the explosion, probably also left him their house, etc. So of
course their wills probably made provision for Harry to attend Hogwarts.
But my point is that it wasn't necessary for that to be in the will.
It is understood in wizard society that UK wizard children will normally
attend Hogwarts. The wills might have specified otherwise - tutoring
or something - but that would be needed in order to make something
happen that wasn't the normal experience.
The Dursleys didn't have a say in the matter. Hagrid made that clear.
The scene in HBP with DD and the woman at the orphanage made it clear
that the wizards will use magic to forge paperwork and change people's
memories if necessary to arrange for magical children to go to Hogwarts.
A fund pays for school supplies for the indigent.
Now, if the Potters' wills had said that the money in the vault was to
be used to send Harry to Durmstrang, do you think Dumbledore would have
gone along with that?
