Harry was on the list from the day he was born according to Hagrid. As far as we know - his attendance could have been part of his parents wishes. We already know from Sirius that Wizards do leave wills. There could have been arrangements in the will for Harry attending Hogwarts.
According to JKR (interview), there's a magic quill that writes down the names of all children who are born with magic. According to another
interview, all children who show magic before their eleventh birthday will receive a letter. There's a small inconsistency there, which might
hint that children who don't show magic before age eleven don't get a letter, and if they show some magic later, maybe they have to get special tutoring or something, but more likely it's just JKR being
inconsistent again. But either way, _every_ magic baby's name is
down from birth! So Hagrid's statement while dramatic sounding, is
not all that impressive. Stan Shunpike's name was down from birth,
too.
