I think DD froze Harry to keep him form attacking Snape, not Draco. he
was expecting Snape, per their agreement. If it was just Draoc, DD
would have said some cryptic thing that Draco would blink at, and
Harry'd understand is stay put. Like, "At last I can have a word
alone with you, Mr. Malfoy."

DD knows Harry has Snape issues. He just found out Snape ratted out
the prophecy to V. Harry can react only one way to seeing Snape kill
DD. Attack! That could blow Snape's cover with Draco still there.
Let alone there's always a chance other DE's wills how up. Harry cold
not possibly handle them all.

Once freed, Harry pursued Snape, where he got him alone, and no danger
to the mission. Snape proceeded to lecture Harry once again on the
need for Ocucls, to make sure he's finally prepared for the final
fight.

Also, notice how DD still defends Snape to Draco. He's so sure of
Snape's true side it's practically an obsession compulsion. Only this
time, he's trying to remind Harry that Snape is trustworthy,
especially with what is about to happen. The need to fulfill the
Unbreakable Vow, and whatever plan he hatched up.
