I get the impression that when wizards don't want to be detected they don't
use powerful magic and I think that's the reason they used brooms, as for
Lupin saying something we now find to be untrueish then perhaps he was
explaining to whoever Harry is to young to apperate. Like me saying Hoppers
is too young to Drive, I would not be saying she can't be a passenger so.
