He had no purpose in jinxing them all. He jinxed the one he wanted in spite
to Dumbledore. That's it. No part of the world domination plan here.

For that, Severus would have to know about the horcruxes. Dumbledore made no
indication of telling him and we can be relatively sure Voldemort didn't
trust him with the knowledge. So despite being instrumental in aiding
Dumbledore, Severus remains in the dark, so to speak.
I suspect Dumbledore didn't want to give the position to Severus to keep him
out of bad habits, but later also because he realized he'd be jinxing
Severus if he did so.
