She used magic in the same scene where Marvolo called her a Squib. He jeered at her for not reaching for her wand immediately to clean something up. I'd say it's pretty clear Marvolo, in his demented viciousness and obsession with blood purity, used "Squib" when he meant "not as skilled at magic as a descendant of Salazar Slytherin is supposed to be."
