She *did* feel the dementors. She just didn't *see* them.
In the book, Figg claims to see them but doesn't sound very
believable. And when asked at the end, says that's what happened.
In JKR's quote, she says that Figg didn't see them, but knew enough
about them to recognize what they were. So, she felt the dementors and
knew that's what must have happened.
