I also noticed that ordinarily, the KB light indicators usually blink shortly during the POST, and this is not happenning any more.
The DVD light is on, indicating it may be in a normal state of work.
The CPU Warning light indicator on the MB is green ie it is OK.
The Memory Warning light on the MB is not lit where as it is suggested it should be green (I am not sure as it is unclear in the manual it says "OFF = Normal" then there is the word GREEN next to it) : Could that mean that the 1.7 Volt is not operational which I believe is the memory voltage (?)

Any Idea to understand what is going on ? I may give more details if needed.

Have you cleared the CMOS ?

If you suspect your symptoms are purely due to the choice of BIOS
settings, then clearing the CMOS should return the BIOS settings
to defaults. Always unplug the computer before clearing the CMOS,
and try to find the procedure in your motherboard user manual.
(Jumper CLRTC1 - see section 2.6 in the manual)

It is usually easier to download the PDF version of the manual
(it might even be on the motherboard CD), as it is easier to read
on-screen, than to read the paper copy.

The second test to try, is to remove all RAM. The BIOS looks for
and tests RAM early in POST. A "beep code" should be emitted if
the RAM is missing. The "beep code" tells you that the processor
(CPU1) is executing BIOS code, so the processor is not completely
dead. You can put the RAM back, and uninstall the video card,
and the beep code should change patterns. The RAM and video card
checks are two tests that use the PC speaker or 1/2" piezoelectric
device on the motherboard. (I see a piezo disc near the LAN
connectors. You can also connect a speaker to SPKROUT pins.)

The good/bad status of LEDs is listed in the manual

1) SB_PWR1 - should be lighted, and is connected to +5VSB
2) SAS_LED - blinking (if SAS option is present)
3) CPU_WARN - should be off (checks for a processor in socket 1)
Typically, a pin on the CPU grounds a sensor pin
in the socket, as a check for CPU presence in socket 1.
This is not an "intelligent" check of some sort.
The CPU in socket one, has an HT bus connected to Nforce 2200,
for system I/O, which is why it must be populated.
4) MEM_WARN - should be off (checks for memory regulator failure)

To find out what further hardware might be holding up POST, you'd
use a PCI Port 80 card placed in PCI slot 1. That board doesn't
have a PCI slot, so that option is not possible. The following
is an example of a PCI POST Port 80 display card.

So try clearing the CMOS first, remembering to unplug
the computer before using the procedure in the manual.
That should restore BIOS defaults.
