PSUs

I bought a computer at the right price the other day because it would boot
up just to the point where windows was starting to load and then it would
shut down as if you had just switched it off at the wall. Give it 30 seconds
or so and it would do the same thing over and over again for as long as you
had the patience to do it. The PSU is a Usicase 400 watt Silent Power Model
33OU-SCE.
I replaced this PSU with another PSU and the computer works well so it would
seem that it is not the computer causing this switching off thing. The
computer is an Athlon64 powered ASUS A8V board.
Any ideas anybody?
