It is normal for the BIOS to do that. You can try turning it up
manually, to 200Mhz (= DDR400). Leave the command rate at 2T, as
that helps with the address bus loading of the four sticks of memory.
Retest with memtest and see if it is error free.
It will always be slightly slower with four sticks, due to loading.
