Asus A8V Deluxe slower with 2 GB memory

I just added another gig of memory to my computer to bring it up to 2 gb. I
have 4 identical Corsair 3200C2PT 512 mb modules (Two TWINX 1024-3200C2PT
sets). When I run Memtest 86 v3.3 it tells me the memory is running at 157
mhz (pc314 memory). If I run with only 1 gb using either set of modules it
runs at 200 mhz (pc400). Is this normal for 2 mb to run slower than 1 mb?
The memory works fine and passes all tests.
